
Pagosa Springs, CO – Project Sanctuary is proud to announce the addition of two dynamic and deeply committed women to its executive leadership team: Jennifer Freitas-Kroeker as Chief Administration Officer and Shawn Moore, LMSW, as Director of Family Support. Both leaders are graduates of Project Sanctuary’s retreat programs and bring a wealth of professional experience, personal insight, and passionate dedication to serving military families.

I am honored to work alongside them as we continue to strengthen and serve military families nationwide.”
Jennifer Freitas-Kroeker, Chief Administration Officer
Jennifer is a transformational leader whose career spans technology, public health, and operational excellence. Her work has positively impacted rural mental health services, food accessibility in underserved areas, and the implementation of strategies to combat opioid misuse. Most recently, she led IT strategy and supply chain transformation efforts across North America in the Consumer-Packaged Goods industry.
Jennifer’s connection to Project Sanctuary began in 2009 when she attended a Gold Star Family retreat following the loss of her first husband, a Marine helicopter pilot. Now remarried to a member of the Colorado National Guard, with one son serving at Fort Bliss and another preparing for Basic Training, Jennifer brings firsthand understanding of military family life, grief, and resilience.
In her role as Chief Administration Officer, she is committed to ensuring Project Sanctuary remains a steadfast lifeline for today’s military families and the generations yet to serve.
Shawn Moore, LMSW, Director of Family Support
Shawn is a Licensed Master Social Worker, national speaker, and recognized expert in suicide prevention, trauma-informed care, and veteran family advocacy. Her professional journey began in law enforcement and transitioned into mental health following the loss of her husband, an Army veteran, to suicide. Her lived experience fuels her drive to support others navigating similar paths.
At Project Sanctuary, Shawn leads family retreats, case management, financial assistance, outreach, and policy advocacy. She has provided training and consultation for organizations including the VA, SAMHSA, the American Association of Suicidology, and the National Academies of Sciences.
In addition to her leadership at Project Sanctuary, Shawn serves as an adjunct professor of Social Work at Park University and is currently pursuing her Doctor of Social Work at the University of Kentucky.
Her work centers on equipping families, clinicians, and communities with tools for healing and post-traumatic growth, making her a powerful advocate and voice for change.
